Both a blog directory & aggregation site of blog posts. The blog directory appears to uses a multi-level hierarchy, and appears to have a zillion blogs indexed. Each blog has a popularity rating.
Much of the search results on the site appears to be listings of items culled from blogs, rather than the listings of the blogs. One can "follow" a blog which would likely make sense if one registers for a site membership but this one has not yet done so. Okay, this one just registered and with a new account is already "following" four accounts, already has five "followers", etc, which is odd since it's a brand new account.
Once logged in the display changes a bit and e.g. on each aggregated item is a widget to "tweet" the item.
Somehow in listings of aggregated items there are comments. It's not clear whether those comments are owned by blogged.com or whether they somehow are scraping comments off the blog the item came from.
Adding a blog is pretty straightforward. Most pages have a "Submit a Blog" button and the form is pretty straightforward. Blog submissions are manually reviewed.
